A gun. Ok I have to amend my answer....In all seriousness..bird droppings can be a health hazard and cause Histoplasmosis. Some of the ideas submitted here are good like a cat or the Owl idea. Very fine wires or a fishing lines strung along above the fence will stop the birds from landing, trouble is the local kids will continually break it for you. The long term solution would be to modify the shape of the top of your fence so birds have no where to sit, they probably cant sit on top of an edge which comes almost to a point. Triangular cross section. To stop the cats from killing the birds, catch them in a trap and then drop cat and trap into drum of water, remove from drum 5 minutes after bubbles stop.
Put a bunch of noisy, shiny, fluttery ugly stuff (pie pans, strips of foil, owl and cat silloettes) everywhere and the birds might go elsewhere. I would just use a garden hose. Call your county agricultural extension center. Maybe they have some suggestions. Just don't poison them. All native species are protected by federal law anyway.
Plant appropriate flowers that would benefit from constant feeding and spray the bird droppings away and make them fertilizer. Enjoy the songs and antics of the birds and be at peace with your environment and new found garden.
What a horrible thing this is. Bird populations are dropping around the planet, and you don't like the fact they come to your garden and fertilize it for free, and probably sing you a few songs while they're at it. We should kill them all. :{

so next you'll be asking how to get rid of the bugs and skeeters that the birds USED TO eat for you, right?.... sheesh....
Get one of those big fake owls. I think they sell them at garden stores, etc. That's what they're for...those little birds think it's a real big bird of prey hanging out there, and they won't come near it!
Tie a wire on top ot the gate and fence so that it will be difficult for the birds to sit on the wire.
Get a cat, mine takes care of them, and she only catches one when there is a rare occassion one is in our yard because they are all scared of her.
