you can use newpaper on the bottom of the cage but ONLY the black and white not the Color. The black ink is made out of soy and it NOT toxic to your bird. Colored ink is toxic.

I prefer to use walnut shell, they now sell this at Walmart for a decent price. You can just get a small hand held spoon type sifter from housewares and use that to sift out poo and other things in the litter. It isnt toxic if they happen to eat any of it and it doesnt grow mold in it like other things do. I usually can sift this for about a week, it would probably last longer but I clean all my cages completely once a week so I just dump it. It looks nice, and no odor.

No wood shavings, no compressed pellets, no color paper.
Most cockatiel cages have a wire floor. I would not suggest putting anything on the bottom. They will work on trying to get it into their beak and it usually isn't good for them. The one thing I used in a huge cage was alfalfa hay. They enjoyed it, but needed to be changed daily for health. The stores in our pet stores were sprayed with Pam the non stick cooking spray. When they pooped, it didn't stick. It was easy to rinse the cages clean every week. Be sure to spray in a room other than where the bird is living.

Newspaper is printed with carbon which is toxic.
No wood shavings cause birds might eat them. Newspaper is the best especially when you leaven some hanging off the edge of the cage so that you can just drag it out of the side to switch it out.
most use newspaper
Newspaper is generally regarded as the best liner for cage bottoms. The ink(both black and colored) is nontoxic. If you use newspaper, you can monitor your bird's poop. Abnormal poop is often one of the first signs that a bird is sick. You can easily remove the dirty paper and replace it with clean daily to reduce the chance of bacteria growing in the moist droppings and food. The other big plus is that it is free!
